A union contract by the people, for the people.

The Blueprint for a Better America

Are you an American?

The Phoenix Congress wants to represent you!

Our crowdsourced legislative package is an umbrella for the marginalized millions. In 2020, we can finally address MLK's triple evils.

About MLK's Three Evils

The three planks

image90

End poverty

  • Universal basic income(UBI) of $300 /week for adults, $100/week for children.
  • A public option for health insurance.
  • Digital bank accounts for all.
  • 18 weeks of paid family leave.

image91

End Mass Incarceration

  • Reduce the use of cash bail, surplus military equipment, and no-knock warrants.
  • Retrain law enforcement officers away from using excessive force, and to intervene if others do.
  • Reform qualified immunity and Pell Grant eligibility
  • Review prison sentences after 10 years.
  • Repeal mandatory minimum sentences, the federal war on drugs, and civil asset forfeiture.

End the Endless Wars

  • Repeal the 2001 and 2002 authorizations for use of military force in the Middle East.
  • Reduce the hundreds of foreign military bases, the nuclear stockpile, and the military budget back to 2004 levels.
  • Require Congress to authorize any force against Iran, and to close Guantanamo Bay.
  • Restrict the purchase of land mines, the use of sanctions against civilian populations, and arms sales used in the war on Yemen.

Building the Blueprint

Incorporating popular positions

The broad strokes of the Blueprint for a Better America, inspired by Martin Luther King, Jr.'s three evils, are popular among Americans.

  • 55% of Americans support universal basic income.
  • 69% support expanding Medicare for everyone.
  • 71% say it is important to reduce the prison population in America.
  • 67% support marijuana legalization.
  • 69% of voters support "second look" legislation.[PDF]
  • 72% of Americans would be more likely to vote for an elected official who supports eliminating mandatory minimum laws.
  • 58% support reducing our military presence in Asia.
  • About 60% support phasing out ICBMs.
  • 57% support ending missile sales to Saudi Arabia. #YemenCantWait
  • 59% say the war in Afghanistan wasn't worth it.
  • 62% feel the same about Iraq.

Our Shared Self-sacrifice

100 years ago, Mohandas Gandhi united his countrymen through national days of fasting, telling them,

"No nation has ever been made without sacrifice, and we are trying an experiment of building up ourselves by self-sacrifice without resorting to violence in any shape or form."

In 2020, while Republicans and Democrats wrestle in the mud, we can seize the high ground with a fast for peace on December 15th, giving us the moral authority to act with our shared self-sacrifice.

Less Politics. More Policy.

Our legislative package is designed as a compromise; no one gets everything they want, but everyone comes out ahead. Together, we can build a better America.

Shovel-Ready Solutions

Candidates throw all sorts of ideas out, in all the 471 federal races. Some win, some lose, then they meet in DC with all their different ideas and nothing gets done.

Insanity is trying the same thing over and over and expecting a different result.

The Phoenix Congress offers a 21st century political structure that makes incumbents more accountable to the people. We demand immediate passage of our crowd-sourced legislation, the Blueprint for a Better America, which will end poverty, mass incarceration, and the endless wars.
